Glass roads; is it a glass ceiling in disguise?

An article from CNN stated that companies in the US are working on making solar glass roads to stave off snow and ice. This principle sounds fantastic in the true sense of the word, but what if?
Can we see it working? Could it work in the UK or Europe? What about installation and maintenance? How would the rubber from tyres affect its performance? Finally of course what if an accident damaged it, how could it be repaired or replaced?
It is said that the energy generated could run LED street lights and enable a fully green solution. If that’s true how green are solar panels in this quantity when we consider the cost in carbon to make them and of course the not so green battery issues?
So many questions, so who has all the answers?
